Lemme just lazily copy and paste what I said already: Make all syringey things equippables, make sedatives rarer, add 'mild sedatives' which are more common and show up in the trash too, and act like the Mitadake ones.

Make 'em rarer, equippable, and give the needle a chance to break with every use?
Scale: Uncommon --> Sparse <-- Rare (aka most should be sparse)
- Adrenaline (rare, 1.5x movement speed for the round in exchange for a 70% chance for your heart to explode and you die, otherwise just does a static 30% damage to you) - Super Regenerative (sparse, heals 30% - 80%) - Strong Sedative (sparse, keeps a person knocked out for 1-3 ingame hours) - Mild Sedative (sparse, reduces someone's movement speed for an ingame hour and makes them unable to run, reduces energy by 75%) - Insulin (uncommon, reduces someone's energy by 30%)

Increase the time that a sedative works for, but also increase the time it takes to kick in...
The measly time they last for currently makes sneaking up and injecting someone to kill them nearly impossible. Since they just run away as soon as the short time is up.
